President William Ruto has announced significant reforms and pay increases for Kenya Prisons Service officers during the 46th Passing Out Parade of 3,862 recruits at the Prisons Staff Training College in Ruiru. The recruits underwent nine months of intensive training, equipping them with the skills needed to strengthen social order, support justice, and build safer communities.

Ruto revealed that Phases I and II of the Maraga Taskforce salary review have been implemented, resulting in a 36% increase in entry-level pay for prison constables and a 24% rise at the maximum point of the salary scale. Phase III of the pay review is set to take effect on July 1, 2026.

The President also highlighted improvements in healthcare, with all Prisons Service staff now covered under the Social Health Authority (SHA). Additionally, 70% of correctional facilities are connected to the National Fibre Network, enabling real-time information sharing across criminal justice agencies.

Ruto directed the State Department for Housing and Urban Development to construct 28,000 institutional housing units for Kenya Prisons Service officers. The government is also fast-tracking the finalization of the Correctional Services Bill and Policy, expected to be presented to Cabinet by April 2026.
