Key Challenges Leading to Project Stalls

The report indicates that 237 projects in 32 counties have faced suspension due to issues such as inadequate funding, contractor abandonment, disputes over contracts, and missing documentation. These setbacks reflect significant governance and management problems within county administrations.

Nairobi County accounts for the highest amount of stalled projects, with Sh2.9 billion worth of projects halted, followed by Isiolo County which has Sh1.47 billion worth of projects stalled. Despite these challenges, counties have paid contractors Sh8.5 billion, raising concerns about financial management and project oversight.

The halt in project implementation impacts service delivery, economic development, and community welfare. Experts suggest that strengthening governance frameworks, increasing transparency, and improving project monitoring could mitigate such issues in future county projects.
