The government has announced immediate changes to the issuance of birth certificates as part of ongoing reforms aimed at improving access to civil registration services and accelerating the digitisation of government records.
The Ministry of Interior and National Administration has introduced new measures to streamline the process of obtaining birth certificates, making the service more accessible and efficient for Kenyans.
The reforms are part of a broader government programme to modernise civil registration, reduce delays, and improve the accuracy of personal records through digital systems.
Expansion of Registration Services
One of the key changes is the continued rollout of Births and Deaths Registration offices across all 290 constituencies (sub-counties), bringing registration services closer to citizens and reducing the need to travel long distances to access the documents.
Digital Birth Registration
The government is also implementing an electronic birth notification system that enables hospitals to register births electronically immediately after delivery. Under the system, birth information is transmitted directly to the Civil Registration Services, reducing paperwork and speeding up the issuance process.
The digital platform is expected to minimise errors, prevent duplicate records, and improve the integrity of Kenya's civil registration database.
Link to National Identity Reforms
The reforms form part of the government's wider identity management programme, where every registered birth will be assigned a Unique Personal Identifier (UPI), which is expected to remain with an individual throughout their lifetime and later integrate with national identity systems. Officials say this will simplify access to essential government services while strengthening identity verification.
Government's Position
According to the Ministry, the changes are intended to eliminate unnecessary delays, improve service delivery, and ensure that every Kenyan can obtain vital civil registration documents more efficiently. Birth certificates remain a key requirement for accessing education, healthcare, national identity cards, passports, and other government services.
