The Kenya Maritime Authority (KMA) has issued a seven-day ultimatum to all shipping companies operating in the country to comply with mandatory registration and licensing requirements under the Merchant Shipping (Maritime Transport Operators) Regulations, 2024.

In a notice the regulator directed all affected operators to regularise their status within seven days by obtaining the required registration certificates and operating licences.

According to the authority, foreign shipping lines are required to obtain Registration Certificates, while local shipping companies must secure operating licences before conducting maritime transport business in Kenya.

Warning of Enforcement Action

KMA warned that any shipping company found operating within Kenyan ports without the necessary documentation will face enforcement measures and sanctions as provided for under the regulations and other applicable laws.

The authority stated that the compliance exercise is aimed at ensuring all maritime transport operators adhere to the country's legal and regulatory framework.

Strengthening Oversight in the Maritime Sector

The directive forms part of broader efforts by the Kenya Maritime Authority to strengthen oversight of the country's maritime industry, improve safety standards, and enhance accountability among shipping operators.

The authority has also intensified its monitoring of maritime activities, including coordinating a multi-agency response to the grounding of the cargo vessel M.V. DAN off Nyali Beach in Mombasa. KMA is working alongside the Kenya Ports Authority, the Kenya Coast Guard Service and the Kenya Navy to monitor the situation while preparations continue to refloat the vessel.

Compliance Deadline

Shipping companies have until the expiry of the seven-day notice to meet the registration and licensing requirements. KMA has maintained that failure to comply will attract enforcement action in accordance with Kenya's maritime laws and regulations.
